Room, bedroom and second-story additions on Whidbey Island

Design starts with what the house is missing. A bedroom or primary suite, a family room or a bigger kitchen each joins the house in a different place. We weigh where the new room can meet the house and how its roof will tie in. A bathroom addition also ties into the plumbing.

Some additions are small. A bump-out pushes one wall out to grow a single room. A sunroom adds a bright room on the side of the house that gets the most light.

A second-story addition builds up over the rooms you already have. It works only where the foundation, framing and lot allow. A licensed engineer stamps what the plans require, and we coordinate that work. On a tight lot, building up can leave the yard as it is.

Tying an addition into an older island home

The hardest part of an addition is the seam where new work meets the old house. The roof line, the siding and the foundation all have to read as one building. We do the roofing and siding for the tie-in ourselves. If the old house has cedar shingle siding, we can side the addition to match.

Opening an old wall shows what the years have done to it. We find and fix structural, weather and moisture problems while we tie in. That can mean rotted framing or a beam that was never sized for its span.

Island weather tests every seam. Wet winters and wind off the water find any gap where the addition meets the house. We plan the flashing and house wrap at the tie-in as part of the design.

Permits, energy code and shoreline rules for Island County additions

Washington's energy code treats an addition like new construction. The unchanged part of the house does not have to be brought up to code. One rule does reach back into it: when an addition over 150 square feet adjoins an existing attic, that attic has to meet current insulation and envelope rules. Additions over 150 square feet also have to earn the state's extra energy efficiency credits.

Island County needs a Field Indicators Worksheet with a building permit, even when a lot has no known critical areas. On waterfront and bluff lots, shoreline rules reach 200 feet from the ordinary high-water mark. The county generally requires review and approval for most regulated work in that zone. Some places add their own layer. Coupeville sits inside Ebey's Reserve, where all projects must meet design guidelines that cover additions. Inside Oak Harbor city limits, additions in the noise zones near Ault Field fall under the city's noise code. We prepare and submit the permit set, and the county or city does the review.

What drives the cost of a home addition?
Size and room type drive most of it. Kitchens and bathrooms add plumbing and fixtures, and a second story may need the house below reinforced. Does a home addition need a building permit?
Island County's list of permit-exempt work covers finish work and small detached structures. An addition attaches to the house, so plan on a permit. The county charges double the normal fee for an after-the-fact permit. We prepare the permit set as part of the design and submit it for review.
How long does a home addition take?
It depends on the size of the addition and how long the permit review runs. A bump-out is a smaller job than a second story. The season matters too, since the old wall or roof has to open for the tie-in. We talk through timing when we come look at the house.
Can we live in the house while the addition goes up?
Often, yes. Much of an addition goes up outside the old walls. The disruptive part comes when we open the house for the tie-in. A second-story addition is different, since the roof over those rooms usually comes off.
What about matching the siding on an older house?
We match the existing siding where we can, and that includes cedar shingle. New cedar shingles look different from weathered ones at first. Sometimes it makes more sense to re-side a wall or the house along with the addition, priced as one job.
Should we add on or build new?

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.
