Building a custom home on a Greenbank lot

Custom homes are our main work, and most Greenbank builds start with raw land. A parcel off Resort Road or Smugglers Cove Road usually needs clearing before anything else happens. Under the topsoil, much of Whidbey is dense glacial till that people here call hardpan. Water perches on that layer and moves sideways, so drainage gets planned before the foundation goes in.

Wind is a real design factor on this part of the island. Island County fills in the state residential code table with a basic wind speed of 97 mph. The county also marks topographic effects as yes, which covers bluffs, ridges and open west-facing sites. Framing, connections and roof details get planned for that exposure.

The same county table sets the frost line depth at 12 inches and the ground snow load at 20 psf. Those two numbers shape footings and roof framing on every house we build here. We handle the design and the energy code planning in-house so the permit set holds together. Then we price the whole job in a detailed estimating study, with a full materials list quoted by local vendors.

Wells, septic and Island County permits in Greenbank

Greenbank is unincorporated, so Island County reviews the building permit for your project. The Planning and Community Development office is at 1 NE 6th Street in Coupeville. Since March 1, 2024 a submittal has to include a site registration and a septic design. It also needs an approved access permit, an address assignment and a water availability verification.

A septic designer lays out the system and Island County Public Health reviews it. Well drilling goes to a licensed driller. We do the site work around both, lined up with what the designer and the county need. Every county application also includes a critical areas worksheet, which matters on bluff and wetland parcels.

Water here comes from a private well or from a community system like the one at Lagoon Point. The county treats a private well as one serving a single home, or two homes on the same parcel. Anything serving more than one parcel counts as a public water system with its own testing rules. Sources rated medium risk or higher for seawater intrusion test chloride in April and August.

Remodels, decks and siding on older Greenbank homes

People who buy an older place in Greenbank often call us after the first wet winter. Rot behind the siding, a soft deck and water sitting near the foundation are the common finds. We remodel older island homes one room at a time or all at once. While the walls are open we find and fix structural, weather and moisture problems.

Salt air and wind are hard on the outside of a house on this side of the island. We install cedar shingle and fiber cement siding with house wrap and flashing detailed for a wet marine climate. Working the middle of Whidbey Island

State Route 525 runs up the island from the Clinton ferry landing and ends at State Route 20 near Greenbank. That road carries on to Coupeville, the Keystone ferry dock and Deception Pass. From our Langley base the drive to a Greenbank job site is all highway. Whidbey Island is home ground for us, and the middle of the island is a short run north.

Greenbank Farm sits on Wonn Road, and the Port of Coupeville bought it in 1997. Danish settlers ran a dairy there, and at one time it grew the largest loganberry crop in the country. Meerkerk Rhododendron Gardens is close by on Meerkerk Lane, with 53 acres of gardens and woodland trails.

Central Whidbey sits in the Olympic rain shadow and runs drier than the south end of the island. Winters are still wet from November into March, and that shapes how we schedule outside work. Roof tear-offs get opened in sections and protected with underlayment and vapor barriers. Site work and foundations get planned around the same wet-season calendar.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.

What started as a small demolition project turned into something much more complicated. Jeff and team not only handled the demolition, but they also helped solve a myriad of other problems, including figuring out how to handle a significant amount of water that had pooled under the dilapidated structure as well as hillside water runoff (which was done via a curtain drain and other features added to the property). They were respectful of our neighbors, taking care to minimize the impact of their heavy machinery to surrounding easements and property. Overall, we’re very pleased with the outcome and are looking forward to new uses for the cleared and restored property.

Applications go through the county's online Public Portal, and the county takes building permit applications until 2 p.m. Inspections are requested through the same portal before 3 p.m. for a next business day visit. Do I need a permit for a deck at my Greenbank place?
Usually yes. Island County exempts decks up to 200 square feet that sit no more than 30 inches above grade. The deck also has to be detached from the house and cannot serve the required exit door. Most decks people want miss one of those limits, so plan on a permit.
