One registered Washington contractor runs your whole job

Culver Built is a general contractor based in Langley on South Whidbey Island. We hold the contract and the schedule for remodels, additions, custom homes and bigger exterior projects. Whidbey Island is home ground. We also work on Camano Island and travel over the Deception Pass Bridge to Anacortes, Mount Vernon and Burlington.

If you hire each trade on your own, you hold every contract and juggle every schedule. As your general contractor, we hold the contract and run the whole job for you. We are licensed, bonded and insured, with more than 30 years of building experience.

What a general contractor does on a Whidbey Island job

Each job starts with a free estimate. We look at the home or lot with you and talk through the plan. Our estimating study prices a full materials list with local vendors, then adds labor and work orders. You see a clear bottom line.

Next comes the building permit, and your address decides which office takes it. The City of Langley, the Town of Coupeville and the City of Oak Harbor each take their own applications. Elsewhere on Whidbey and on Camano Island, Island County takes them at its Coupeville office or its Camano Annex. We prepare and submit the permit set, and that office reviews it.

Then construction starts. Our own excavators and dump trucks handle the site work, and we do the carpentry. We schedule the licensed plumbing, electrical and heating trades and line up each inspection. We order materials ahead, so they reach the island when the job needs them.

The jobs we run as a residential general contractor

We run home remodeling jobs, from one room to a full-home remodel. We also build home additions onto the home you have loved for years. When we open up an older home, we find and fix structural, weather and moisture problems while we remodel.

If you own a lot, see how we build on your land, from raw land to a finished home. For a new home, Island County will not accept a permit submittal until several items are in hand. They are a site registration and septic design, an approved access permit, an address and a water availability verification. A septic designer handles the septic design, and we plan our site work around it.

Bigger exterior projects often take more than one trade. One recent job took a stucco house to cedar shingle siding, a new roof and a new deck. On a job like that, we plan the order of the work and keep each trade on schedule. For an address in Skagit County, our Skagit County building permit guide covers who issues the permit.

Hiring a licensed general contractor in Washington

Washington requires all construction contractors to register with the state Department of Labor and Industries (L and I). They must also be bonded and insured. Under RCW 18.27.010, a general contractor's business requires more than one building trade or craft on a single job.

A general contractor files a $30,000 surety bond with L and I. Registered contractors also carry general liability insurance, with a $250,000 minimum. We are licensed, bonded and insured, and our registration number is CULVEL*828N4.

On a residential job of $1,000 or more, RCW 18.27.114 requires a Notice to Customer before work starts. It warns that an unpaid supplier, employee or subcontractor can lien your property, so you could pay twice. To guard against that, you may ask for lien release documents from each supplier or subcontractor. You may also withhold a percentage of your contract as retainage.

FAQ

General Contracting Questions, Answered

Common questions about general contracting across Whidbey Island and the Skagit Valley. If yours is not here, call or text and ask.

Call (360) 544-9027

What does a general contractor do?
A general contractor holds the contract for a job that takes more than one trade, then runs that job. On our jobs, we schedule the licensed trades and do the carpentry and site work. We also line up the inspections and keep materials coming.
Do I need a general contractor for a remodel or an addition?
Most remodels and additions take more than one trade. A kitchen remodel, for example, usually needs plumbing and electrical work along with the carpentry. A general contractor holds the contract and schedules every trade the job needs. Call or text (360) 544-9027 to talk through your job.
How do I check a contractor's license in Washington?
In Washington, a contractor's license is its registration with L and I. L and I's contractor verification tool shows whether that registration is active. It also shows whether the contractor is bonded and insured, plus its license history. Our registration number is CULVEL*828N4.
What is the Notice to Customer?
Before work starts on a residential job of $1,000 or more, a contractor must give you this disclosure statement. It explains liens and the steps you can take, such as asking for lien releases and withholding retainage. L and I also tells homeowners to get a written contract and understand its terms.
Can you work with my architect?
Yes. We build from your architect's plans, or our design-build service puts design and construction under one contract. A licensed engineer stamps what the plans require, and we coordinate that work.
Is sales tax charged on construction in Washington?
Yes. On work on your land, the contractor collects retail sales tax on the full contract price, labor and materials. Our guide to how much a general contractor charges in Washington covers the tax and how fees are set.

Jeff and his team were incredible to work with, and I cannot recommend them highly enough! I approached Jeff with only a vague idea of what I wanted, and together we worked to create an outdoor space that was a thousand times better than anything I could have imagined on my own. He’s got a great eye and sense for space, and I really appreciated his passion for, and collaborative approach to our project. The guys he employs are kind, respectful and talented. I’ve done a number of projects with crews before, and I was so impressed with both the quality of work and professionalism across the entire team. We’re already freaking up future projects, and I genuinely am looking forward to working with Culver Builds again and again!

I highly recommend Jeff Culver and his team. They replaced my roof, demolished an outbuilding, and helped me with a foundation and siding project. Jeff was up-front about cost and communicative as the project went on. I will use Culver again for future projects.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.
