Hardscaping is the built part of a yard. We install paver patios, walkways, steps and the outdoor living areas around them. Under the topsoil, much of Whidbey Island is dense glacial till. Water sits on that hardpan and runs sideways. So the base and the drainage under the pavers decide how a patio holds up.

Paver Patio Installation and Walkways

A paver patio starts with the layout. We look at the door you come out of and where the ground falls away. Then we mark the shape on the ground, so you can see the size before we dig.

Pavers come in different sizes, colors and shapes. A border in a second color frames the field and holds a clean edge. Cuts get made with a saw, so the joints stay tight.

Walkways get the same base and the same pitch as a patio, so water runs off instead of sitting. Steps handle the grade change between the patio and the door. Island County lists a frost line depth of 12 inches. That is the minimum footing depth below finish grade. Footings for steps and garden walls go in at that depth or deeper.

Base, Grading and Drainage Under a Whidbey Island Patio

Most patio problems start below the pavers. We strip the sod and topsoil, then dig down to firm ground. The crushed rock base goes in as layers, and each layer gets compacted before the next one. Plate compactors do the tight work, and a skid steer with a roller packs open areas.

Island ground changes lot to lot. One hole hits clean sand and the next hits till, cobble or standing water. The base depth depends on what the hole shows and on how much the surface has to carry. We also call for the free utility locate that Washington law requires before digging.

We pitch the finished surface away from the house. Where water needs help, a drain line and a catch basin move it off the patio. On bluff lots we keep surface water off the face of the slope. A garden wall can hold a patio edge. Taller retaining walls come with the site work phase of a build.

Outdoor Living Areas Around the Deck and the House

An outdoor living area is a patio that connects to the rest of the house. The patio meets the deck stairs at the right height. The walkway lands at the door you actually use. On a view lot, the patio goes where the water view is.

We build the deck and the patio, so one contractor sets both grades. Plenty of these projects come out of a remodel of the house behind them, and the grades get planned once.

We prepare the permit set with the energy code package and submit it for county review. Once it is approved, clearing, grading, drainage and the driveway go in.

What drives the cost of a paver patio?
Size comes first. After that it is the paver you pick and how much material has to come out. A grade change adds steps or a garden wall, and wet ground adds drain line and rock. We price it after we look at the space, and the estimate is free.
Do I need a permit for a paver patio or walkway in Island County?
Island County lists sidewalks and driveways as work exempt from a building permit. A patio at grade is not a building either. Garden walls are exempt up to 4 feet, footing bottom to top of wall, unless they hold a surcharge. Critical areas rules near a shoreline or a steep slope still apply, so we confirm with the county.
Should I use pavers or concrete for my patio?
Pavers lift out and go back in, so a repair or a utility dig leaves the surface whole. Concrete gives you one continuous slab, and stamped and colored concrete holds patterns pavers cannot copy. Both need the same base and drainage under them. We build either one.
Will a paver patio hold up through our wet winters?
Yes, when the base is right. Island rain runs November to March, and the till under the topsoil holds water. We build the base to drain and pitch the surface so water leaves it. Where the ground stays wet, a drain line carries it away from the patio.
Can you build a patio on a waterfront or bluff lot?
Often yes, after a look at the county rules. Island County reviews work in and near critical areas. It asks for a field indicators worksheet on parcels with wetlands, streams or slopes. Digging close to the water or on a steep slope can need county approval first. We check the county mapping early and keep surface water off the face of a bluff.
How long does a paver patio take?
It depends on the size, how much material moves, and whether steps or a wall are part of it. Weather in the wet months can push a compaction day or a paving day. We give you the schedule with the estimate and tell you when something moves.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.
