Custom home builds on Camano Island

Custom homes are our main work, and Camano Island is inside our service area. Camano sits across Saratoga Passage from Whidbey Island, but no ferry connects the two. State Route 532 runs from Terry's Corner across to Stanwood and Interstate 5. We come around that way and bring our own site-work equipment.

Most Camano builds start with raw land. The island was logged and then platted in pieces, so parcels differ block to block. A lot off East Camano Drive may be flat and wooded. A parcel above Elger Bay may be a bluff site with a long, steep driveway.

Island County fills in the state residential code table for the whole county, Camano included. It sets a basic wind speed of 97 mph and marks topographic effects yes. The ground snow load is 20 psf and the frost line depth is 12 inches. Those numbers shape footings, framing and roof details on every house we build here.

We do the design and the energy code planning in-house, so the permit set holds together. Then we price the whole job in a detailed estimating study. A full materials list gets quoted with local vendors, then labor and work orders. That is design and construction under one contractor, one home at a time.

Wells, septic and Island County permits on Camano

Camano has no city water and no city sewer, because there is no city. Homes here run on individual wells or on shared water systems. Island County sorts those shared systems into two-party, Group B and Group A. The county also rates seawater intrusion risk near the shoreline from water level and chloride data.

Since March 1, 2024, an Island County building permit submittal needs more than plans. The county asks for a site registration and a septic design. It also asks for an approved access permit, an address assignment and a water availability verification. A qualified septic designer prepares the septic design, and Island County Public Health reviews it.

Permit applications and inspection requests go through the county's online Public Portal. Island County also runs a Camano annex at 121 N East Camano Drive. We prepare and submit the permit set, and the county reviews it. Requirements change, so confirm the current list with the county before you plan around it.

View and waterfront lots on Camano Island

The shoreline wraps the whole island, and the good views come with rules. Island County regulates clearing, filling and excavation within 200 feet of a regulated shoreline. It regulates work on steep slopes and inside geologically hazardous areas. Wetlands, streams and their buffers get the same treatment.

Setbacks from a bluff drive what you can dig without a geotechnical report. Slopes more than 10 and up to 30 feet high carry a 50 foot setback. Slopes more than 30 and up to 50 feet high carry 75 feet. Slopes more than 50 feet high carry 100 feet.

Surface drainage also cannot be run across the face of a marine bluff or a ravine. We plan roof water, driveway water and footing drains to move somewhere legal. A wind-exposed view lot needs the roof and its ventilation details planned early. Confirm your own parcel with Island County Planning, since these rules do change.

Remodeling older Camano Island homes

Camano was a resort island before it was a year-round one. Shoreline lots were divided small and sold as cabins to city buyers. Planned neighborhoods came after World War II, when logged-off ground was platted. Rocky Point and Maple Grove were among the early ones.

A lot of those cabins have been added onto more than once. We open them up and find rot, undersized framing or water sitting under the floor. A remodel of an older island house gets those fixed while the walls are open. We also draw as-builts of the existing house before a redesign starts.

Exterior work is the other half of it here. Salt air and wet winters are hard on siding, decks and roofs along this shoreline. One recent job took a stucco house to cedar shingle siding, with a new roof and a new deck. That kind of work happens under one contractor, on one schedule.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.

What started as a small demolition project turned into something much more complicated. Jeff and team not only handled the demolition, but they also helped solve a myriad of other problems, including figuring out how to handle a significant amount of water that had pooled under the dilapidated structure as well as hillside water runoff (which was done via a curtain drain and other features added to the property). They were respectful of our neighbors, taking care to minimize the impact of their heavy machinery to surrounding easements and property. Overall, we’re very pleased with the outcome and are looking forward to new uses for the cleared and restored property.
