A roof that leaks is not always a roof that is finished. We look at the covering, the flashing, the valleys and the vents. Then we look from inside the attic. Water shows on the sheathing long before it shows on a ceiling.
Two things decide the answer more than the age of the shingles. The first is how much of the deck has gone soft. The second is whether the attic has been venting the way it should. That call comes out of more than 30 years of building experience.
The code sets the target for that venting. Attic and rafter spaces need one square foot of vent for every 150 square feet of space. The code allows one in 300 when the vent area is split high and low. On an older house the eave vents are often painted shut or buried under insulation.
Asphalt shingles are the straightforward answer on a normal pitch. The residential code puts the minimum for shingles at 4 in 12 on a solid deck. They can go down to 2 in 12 with a double layer of underlayment. We check the pitch before any material gets ordered.
Metal roofing sheds heavy rain fast and holds up on an exposed site. Island County does not require ice barrier underlayment here, so the water problem to solve is wind-driven rain. On a low pitch we check what a covering is rated for before we pick it.
Island County lists a basic wind speed of 97 miles per hour, with topographic wind speed-up effects marked yes. That matters on a bluff lot or on the north end of the island. Wind comes off open water and catches the roof edge. On those roofs we watch the starter course and the fastening pattern at the rakes and eaves.
Whidbey winters run wet from November into March, and we keep roofing through them. We open only as much roof as we can cover before the end of the day. Underlayment and vapor barriers go on behind us as the old covering comes off.
Plenty of roofs go on as part of a bigger job. On one house we replaced a stucco exterior with cedar shingle siding, a new roof and a new deck. One homeowner had us replace his roof, take down an outbuilding and help with a foundation and siding project. He wrote that we were up front about cost and stayed in touch as the work went on.
On a new house the roof is one phase of the build. We plan the venting and the insulation while the framing is still open. The roof assembly and the energy code package get worked out before the permit set goes in.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again.
