Culver Built is a design-build contractor based in Langley on South Whidbey Island. Design-build puts design and construction under one contract. We price the design as it develops, so the plan and the budget move together. When a wall shifts on paper, you see the cost of that shift the same week.
In the split model, drawings get finished before anyone prices them. Owners often learn at bid time that the house costs more than they can spend.
Design build firms keep one team on both halves of the job. We build what we drew, so the same people answer for a problem when one shows up. That also keeps change orders down after framing starts.
It starts with a call or a text and a visit to the property or the house. We look at what you want, what the lot allows and what the budget has to cover. On raw land we look at access, slope, trees and where rain water travels.
Design comes next. We draw the plan in-house, or we work from the set your architect has already produced. We also plan the insulation, window, heating and ventilation package so the permit set meets the state energy code. Island County reviews permits under the 2021 Washington State codes, which took effect in March 2024.
The estimating study comes after that. We price a full materials list with local vendors, then add labor and write the work orders. You see a clear bottom line before construction starts. Site work and drainage follow the permit, and we handle both with our own excavators and dump trucks.
Some owners hire us with a finished architectural set in hand. We build from it and coordinate the engineering the plans call for. Others want the house designed and built by the same contractor. We design those in-house and bring in a licensed engineer when the structure needs a stamp.
Design-build works the same way on a remodel of an older island home. We start by measuring the house as it stands. Those as-built drawings record the framing, ceiling heights, wall locations and window openings. A redesign drawn from old plans gets expensive once demo opens the walls.
Through construction we act as your general contractor. We hold the schedule and the inspections, and we bring in the licensed plumbing, electrical and heating trades. One customer hired us for a roof replacement, a demolition, a foundation and a siding job. He wrote that we were up-front about cost and kept in touch as the work went on.

We purchased our dream home on the west side of Whidbey Island above the Puget Sound with 180-degree views of the water and the Olympic Mtns. While we knew the driveway would need to be redone eventually, we soon learned that proper drainage to protect the house and garage had never been installed when the house was originally built. Jeff and his team resolved all of our issues. In front of our garages, Jeff installed proper French drains, a catch basin, and sump pump that pumps the water away. At the same time, Jeff installed proper drainage around the house. Our driveway was a packed dirt path with virtually no stone base. Jeff initially properly graded the driveway before first add a stone base, then a finishing base. After compacting the stone material, our driveway is almost as hard as concrete or asphalt and is 2-3 feet wider and more accessible. While Jeff was working near the garage with his excavator, he accidentally hit the gutter. Jeff immediately told me what happened and within 48 hours, Jeff had an outside gutter company come in and replaced the entire gutter. I appreciated his upfront honesty. As to communication, Jeff could not have been better. I found him through a Google search. He returned my original call within 2 hours. On Whidbey Island you are lucky to even have a contractor return any call. Jeff came out the same day to scope out the work and started the job within 10 days in my case. He and has team where there each day continuing to make progress. Needless to say, I give Jeff a 5-star review and when the next project comes up, I will certainly be reaching out to Culver Construction. Think this review isn’t legit, think again. I’m a small business owner with 50 employees, worked with countless vendors and customers. I know what good service looks like and when it isn’t.
